Tax Update for 2018
The IRS has updated their website with the 2018 withholding tables to implement the tax reform bill signed into law on December 22, 2017. You can view the updated tables through the link below. We will be implementing the changes as required for February 2018 so you will see the changes in your pay check dated February 2, 2018. Please note that this means the changes go into effect this week with the start of the pay period on January 14, 2018. Although the IRS emphasizes this information will be designed to work with the existing Form W-4 that employees have already filed, and no further action by taxpayers is needed at this time, if you would like to adjust your withholding, please complete an updated W-4 form and return it as soon as possible. Please note that you can use the W-4 2017 form until we receive the updated 2018 version.

Benefits for 2018
Employees will see their new selections for benefits in last week's pay check dated January 5, 2018.  If you have any questions about your 2018 benefits, please contact the benefits team at 209-0635 x5. Employees who moved to the High Deductible plan (HDHP) for 2018 are receiving new cards. The new cards look exactly like the old card AND either card will still work per Florida Blue. If you have any questions, please call Florida Blue at 800-352-2583.

Tax Update
The IRS is working to develop withholding guidance to implement the tax reform bill signed into law on December 22.  We anticipate receiving the initial withholding guidance in January, and implementing the changes as required in 2018. The IRS emphasizes this information will be designed to work with the existing Form W-4 that employees have already filed, and no further action by taxpayers is needed at this time. Use of the new 2018 withholding guidelines will allow taxpayers to begin seeing the changes in their paychecks as early as February but in the meantime we will continue to use the existing 2017 withholding tables and systems.  W2s will be issued as normal no later than January 31, 2018.

Just like last year, your 1040 Tax Form for 2017 will ask if you had medical insurance coverage for all 12 months.  Although the 1095 forms (IRS Form 1095-C and/or 1095-B and/or 1095-A) are NOT needed to complete your taxes for 2017, you will receive a 1095 from the County in coming weeks regarding the medical insurance coverage offered to you as well as your coverage information. Please check with your tax advisor if you have any questions related to your 2017 tax filing.

2018 Florida Retirement System (FRS) Reminders

Pension Plan Members
Your Member Annual Statements (MAS) are no longer mailed to your home address by FRS. To review your MAS you need to login to your myFRS account to view your statement. Your 2018 MAS will be available to view beginning the month of your birth. If you have never registered you will need your FRS PIN number which was provided to you by FRS when you were first hired.  If you have lost your PIN, you may request a MyFRS PIN be sent to you. While visiting MyFRS.com, it is also a great time to verify your contact information, add/update your email, and add/update your beneficiary(ies).

Your beneficiary is the person or persons you can designate who will receive your retirement benefit in the event of your death.  You may also change your beneficiary at any time by submitting a FRS Pension Plan Beneficiary Designation Form to FRS.

Investment Plan Members
Member Statements are available quickly and confidentially with Your MyFRS.com Secure Mailbox. The Secure Mailbox feature on MyFRS.com is a quick method for receiving important information about your Investment Plan account. Through your Secure Mailbox, you can receive your quarterly account statements, newsletters, confirmation statements, privacy notices, and more.  Your Secure Mailbox will show any documents received in the last 30 days.  Select any listed document, and a new page will open with a link to a PDF.  If you have never registered you will need your FRS PIN number which was provided to you by FRS when you were first hired.  If you have lost your PIN, you may request a MyFRS PIN be sent to you. While visiting MyFRS.com, it is also a great time to verify your contact information, add/update your email, and add/update your beneficiary(ies).

FY 18 2nd Quarter Safety Training Requirement – Housekeeping and Hygiene
All full and part-time employees must complete the Housekeeping and Hygiene training, sign the Sign-In Sheet, and register on the Training and Education Calendar to receive credit for their quarterly training. The training sign-in sheet must be completed and submitted to Lois Thomas, Risk Management.

Deferred Compensation with Lincoln Financial
Check out Employee Benefit Limits for more information on your 2018 deferred compensation account limits, such as maximum salary deferral and age 50 catch-up contributions. You can change your deferred compensation contributions at any time but the start of the calendar year is a great time to review your account.  If you would like to increase or decrease your contribution, complete a Salary Reduction Agreement form and return via fax 904-819-3697 to Comptroller's Office, Attention: Payroll.

2018 Health Benefits
The electronic version of the updated 2018 Benefits Guide is accessible from work and home and features links to provider websites and other helpful applications. We will no longer mail books to employee’s homes, but if you would prefer to have a printed copy please stop by your Personnel Services Department and we will be glad to provide you with one.
